Lined .not stretchy
Length sits exactly like the picture .material cotton ,lined and has no stretch on it . Perfect for summer I purchased size medium instead of small to give me extra width which works both ways .but the small would sit well on my high waist.while the medium sits mid or low waist but I tucked in my blouse which kept the skirt to my mid waist and comfortable. Love the color .
