Runs small and fabric is very stiff

I really wanted to keep this dress I ordered my regular size 8 and size 10. Size 8 was definitely tight. Size 10 fit but the fabric and cut are both weird. It did not fit me well at all. Arm holes are small for the size and removeable oversized shoulder pad make it very stiff.
