The bust is abnormally small

The dress fits everywhere else except the bust. However the bust doesn't make it half way to where the fabric could touch. Yet the waist and hips and arms fit normally

sooo small

I’m so bummed bc this dress is really pretty but runs very very small. Beautiful fabric and the way it drapes is flattering but the top is very small and I’m only a B cup. I could barely get it on my shoulders - just way too small.
