Run way too large

I typically wear a 23 in Rag & Bone jeans. When I tried these on, they felt at least 2 sizes bigger. I even checked the tag sewn inside the jeans, which confirmed it was size 23. The legs were loose, as expected. The issue was the waist and the butt area.
