This dress is basically a large sack with puff sleeves and a flounce hem. If you don't have a well-defined waist, this will make you look frumpy and old.
If you have a well-defined waist, this could look fantastic, especially if you replace the fabric belt with a leather or straw/jute one.
Fabric is a very light cotton. Since the print is vibrant, you can't really see through it. Will be perfect for the right person.
