Puckering at back of belt

The belt is beautiful. I love the color and the tone of the hardware. The issue is I was sent a belt that has “puckering” on the exterior back. Granted, when the belt is on, the puckering is less because the belt is more taut. However, it doesn’t go away entirely. In addition, the exterior has more of a “coating,” and that is the material that is puckering. The belt doesn’t appear to be the same material throughout i.e. not all leather.
