runs small, probably juniors sizing

I looove this shirt its so cute and I will be ordering multiple colors. Problem was the sizing runs small as I think it is juniors sizing. I ordered a small which I usually am, but am returning and ordering a Medium. Am a 32DD for reference.

Runs Very Small

I'm 5'1 & 115 lbs; based to the pictured fit (which looks tight/short) I ordered a small which is a size up from my normal XS. While I generally like my clothes to be form fitting this is very tight and short for a small. The medium (I never wear a medium) and the fit is better.
