runs small

I have a Phillip Lim skirt in a size 0. I wear a 25 in bottoms. This piece said it runs true to size and that a 0 is a size 25. It’s so small I don’t think one size up would work. I’m just bummed the sizing is so off since 2 and 4 are both sold out. I would’ve bought that to begin with when they were available
