I would say not exactly true to size. I am a 6-8 and 5'9. Waist was tight on the size 8. So I am returning. The cut felt a bit off to me. Love the material and boot cut though.

Size chart is accurate for sizes 00 and 0
I was in between sizes listed in the size chart and ordered 00 and 0. Size 00 was too snug in lower hips/rear, but fit perfectly at my waist. Size 0 looked nice in my hip/rear, but the waist is a little bit too big, but nothing a belt or minor alteration can't fix. For reference my waist is 24.5" and hip is 34.75". The boot cut is flattering and length works with 3.5" heels for me at 5'2". The only thing I'm on the fence about is the fabric has an unusual sheen or reflective effect in certain lights.
