Ribcage down= small, Bust & Shoulders = Large
The "Fit:True to size" is so weird to say... as it does not address proportion of the dress. I'm Size 0 dress and 32A/B. XS is my regular size. Love the color & fabric, but the proportion is not right. ***From torso downwards is tight, but not binding.*** ***But the bust up to shoulder is floppy ... more like Size 2 dress with a 32/34 C. There is a bit too much ruching (it's not 1980 anymore). The cuffs are a bit much. (I would have have altered to cut them off. Elastic cuffs are rather casual). Over: the dress tries too hard. The shoulder pads could be removed from the inside by a tailor. (NOT SURE if Nordstrom tailoring would do all the adjustments for free) Comfort + Elegance does not need padded shoulders and disproportion.
