WAY to small
As with so many brands, this Jeffrey Campbell sizing is all over the map. I have some sandals that are size 10 and on the big side. These in size 10 are way too tight, can barely get my narrow foot into it. Back they go!

Cute but there is better
Overall cute shoe. I usually wear a 10/41 in most shoes. I would say it runs true to size but was a little tight in the toes, however - the leather is so soft/thin that I'm sure it would stretch out within a handful of wears - although I won't find out as I'm opting for a return. I think there are better "glove" heels out there that will last much longer than what these feel like they would last. If you can spend more, go for something higher quality. Buy it nice or buy it twice.
